If you can possibly find any, a Nexus "Watch Your Back" boxed set is one source. It actually shouldn't matter what language it comes in, as the maneuver cards are all letters and symbols.

I have one spare G deck from Watch Your Back, meaning it has no altitude cards as those were not yet in the game. Alt cards for A-J can be found in Burning Drachens.
