Has anyone proposed points values for AA guns (machine guns and C firing AA)?
Hmmm... IIRC, no. I haven't seen points for AA, as their use is usually scenario driven.
A scenario designer either includes them, or not. Because they can be avoided by distance or altitude, they may not have any effect on the aerial combat. However, if you are planning a scenario for ground straffing, avoiding the guns may not be possible.
It is up the the scenario designer to determine what, if any, guns are used, and the scenario designer determines the offset in defending planes.

Based on the solo scenarios in the Burning Drachens and Balloon Busters rulebooks, I propose the following:
AA gun: 25 points
A firing AA machine gun: 24 points
B firing AA machine gun: 12 points
