When we play with altitude, we always play with the rule. In most cases, the regular altitude rule would have been sufficient, but why to add a restriction, when most players anyway stay near the opponent's altitude.
The value is more freedom in your tactical choices. If you fly an powerful interceptor, you can get above the enemy's reach, take the initiative and choose the direction of attack.
Scenario wise I would suggest situations where different flights are patroling on different altitude levels. E. g. two planes have to strafe a ground target and a patrol of their own side, but of another squadron is flying high above them. Than an enemy patrol attacks the ground attack planes and their allies have to dive to protect them.
