    I remember reading about the theoretical work on this decades ago. Good for near-earth space travel; I wonder if the destabilizing process would be safe enough for powering ground and air vehicles.

    Is the amount of energy used to make it much greater than that released when used as a fuel?

    Almost certainly (tanstaafl after all), but the tradeoff for it's high energy release is worth it. And you can make it with solar energy.
