As far as I can tell taking a photo does not prohibit firing guns.
If that is true, do you think it is a reasonable house rule that you can't do both (if you are the picture taker)?

Taking a photograph and shooting I think should not be at done the same time by one person. You could even have an extra phase before the photo taking to get the camera ready.
However you want to do it, you can house rule.
Cool. Would you say the same for bombs?

Definitely a similar situation. It would be a superhuman effort, whether being the pilot of observer, to be able to aim and hit a moving airplane with a machine gun and aim and drop a bomb accurately in the same moment.
I think the rules stop you from firing the rear gunner during an Immelmann (3 card set) but there is nothing in the bombing rule to stop shooting. I don't allow it in my games but this is something you house rule the way you like.
