There are masses of print and play wargame materials on a website called the Wargame Vault. some of it is free or 'Pay want you want'.

I personally have been playing Star Trek Fleet Commander, free from the Google Play shop, running it on my PC using the BlueStacks Android emulator. It involves exploring the galaxy, developing and equipping spacecraft and a space station, completing missions and battling other craft. You may join an alliance for the mutual benefit of its members. It is free but you can pay to have boosts, if you wish. I have not.
