I do not think anyone perished onboard those ships although British guard ships killed 9 and wounded 16 in their life boats. Therefore they could not be cemeteries.
If Scapa was in Asia they would be sold as business opportunities. Diving rights does not seem to bad compared to that, but tnose currents and the water temperature will make it very dangerous.

You really can buy just about anything on the internet.
The very last line in the article states that they cannot be removed. Near the middle of the article it also states they are 'scheduled monuments', so considered historically protected. If I were to hazard a guess, it not being a hoax, that the company picking up the bankruptcy debts, wants to make as much money from the process as possible, even if it is selling a bogus 'rights' claim.
