What determines how many bombs a plane can carry?
The specific scenario rules, usually. There's nothing pre-set that I'm aware of, though for planes with external stores I'd suggest you could go based on what they're actually carrying.

Historically the large bombers like the Lancaster, B-17, and B-24 could all carry twelve 500lbs of bombs while airplanes like the Stuka or the Dauntless Dive-bomber could only carry three.
There is a table in the files with WW1 bombloads; I don't think there is one for WW2, but that information is usually easy to find with wiki or google.
