Cloud cover query

Sorry guys but as new players just trying to sort out a few things. When in cloud cover you continue to plan your turns as normal. Ok. When you dive out of cloud cover to re-enter the battle am I right in saying that I could potentially have 9 or 12 maneuvers to make while rest of players wait for me to finish, or is there a restriction to the number of turns you can be in cover?

It seems that the only restriction is: No climb maneuver can be planned.

The Deluxe Set rules say that you have to plan maneuvers secretely, placing your maneuver cards aside, forming a new pile of maneuvers. You have to write on a separate paper the speed you want to use with each card.
It seems that the limits here are the available cards. You can play maneuvers until you are out of cards, then you have to exit the cloud cover by a Split-S or a Dive and apply all the maneuver cards already planned... But that's my interpretation of the rules.

Or you can write down intended maneuvers and never leave the clouds. Which is not most interesting, but still possible...

The number of moves should match the number of moves the other player take.......this is my understanding?
Each of the players not in the cloud take two turns (6 moves), then you would also play 6 moves....in that same time period.
