Bomber Speeds
One house rule we have been using to great effect is the following:
1/ Bombers, (All types) only fly at slow speed with a full bomb load.
2/ Once all bombs are droped they can fly at fast speed.
This is to simulated the effect of the bomber being lighter after the bombs have been droped. During the attacking phase of the bomber I find this does not affect the bombers, but it sure helps them fly away faster!
Works for me.
We discussed this subject few days ago in our national section and we have same opinion - slow if loaded, both if unloaded.

Used this (house) rule for my dive bombers, too.
I'm shure you have an emergency drop option, like me.
