As far as I know it actually relates to the number of posts you make but also you might have to "Report for Duty" in your Country section of the Report for Duty section of the Forum.
Good Luck with that & keep on posting any queries in the various sections.

When I hover over the place where reputation goes it says "Future Pilot has not yet reported for flight training"

Daniel, not sure what you mean by "report for training"
