Most Current Rule set?

Am I correct in assuming Burning Drachens is the most complete and inclusive WoW WWI published rules out there?

The reason I ask is that When WWII Delux set was released it included all the basics form the other two sets plus some extras. I do not have access to the WWI deluxe set.

The Deluxe Set rules are probably the most up to date, certainly the clearest. They don't have the ground interaction rules from BD or the collisions rules, but expand on some others such as crew damage.
