Is all firing simultaneous?

If it is, how do the authors suggestions on "Ace" ability "always shoots first" work?

Well, when this skill is in use it is not simultaneous any more. Or at least, there are two different steps: one steps for all the (simultaneous) fire of the crewmen having the related skill. Then apply the damage and remove downed planed. Then resolve (simultaneously) all the fire for all the surviving crewman that did not fire before. Hope that now it is clearer.
