I'm not sure that's a seaplane Pup; didn't the RN try towing a Pup on a pontoon barge to give it lifting speed?

Yes they did i remember seeing a photo of such but cannot find it now!
They also towed them (and camels) on barges behind destroyers. There's one (a barge, that is) at the FAA Museum at Yeovilton
Oh, and the roundels are most likely normal large RFC/RNAs roundels, red centres, blue outers, but the film of the era sometimes rendered black and white images that were counter intuitive. and even in fairly recent years. I've seen a photo of a BAC 111 at Boscombe Down where you'd swear rthe lower fuselage was painted gloss black from the B&W image, yet the aircraft is actually bright yellow.
