Well I'm guessing, but possibly the ID tag for prisoner 4478 at Stalag Luft 1 (Prisoner of War Camp; Air[service])

Dave, it's a dogtag issued to airmen POW during WW2. They weren't all the same shape. Google Stalug Luft dogtag and have a look at the images.
Following German army procedure, if the owner died it could be split along the perforation, one half being kept on the body, the other half being turned in to the regimental (or whatever) HQ.
Stalug Luft 1 was in Barth, Western Pomerania.

Those were my first thoughts as to what it was. I have seen German Dogtags and since this is Stalag Luft (POW CAMP)I thought that is what it was for.

yes, goering had to control all that moved through the air to such an extent that even pow aircrew fell under his purview.
