Last time I saw thumbtacks used as a gaming aid, it was to hold the tractor and trailer counters of a _Car Wars_ semi together (punch a hole through the dot showing where the kingpin and fifth-wheel are; snip the pointy bit off the tack; push through). The really celver folk had three different colors of tacks, to represent the three types of kingpin (standard; explosive; quick-release).
I've some thumb tacks with the point chopped off which I pop on a magnetic stand and use as parachute markers.
