Yes, a couple of times - it was provided for in the Balloon Busters expansion:
"If any part of an airplane model is between two adjacent balloons while at the same altitude as the lowest of the two balloons or lower, the plane is eliminated. A plane is also destroyed if it is between the balloon and a side of the playing field while at the same altitude of the balloon or lower."

There were a few instances of planes in WW2 surviving a hit on a barrage balloon cable, but I can't see a WW1 plane doing so.
