Mainly because the only known accessible source of helium at the time was in the USA -- north Texas, specifically. There were other locations, but they weren't as accessible; plus, pulling helium from natural gas is difficult, and thus expensive. (This is a plot-point in _Crimson Skies -- all those airships need to be filled somehow, and hydrogen is too dangerous; so there is a "helium treaty", where the helium "mines" are effectively neutral ground, and signatories have access to the helium.)
