Balloons and Cancon

We've recently been converted to the Cancon way of viewing altitude, and think it's great, but we are going to be playing a balloon busting game soon, an issue not addressed by those rules. When it comes to the ground crew trying to haul the balloon down, does anyone (Zoe, perhaps) have any ideas as to how to handle this?

G'day Bruce!
At our club we usually nominate before the game the number of turns before the Balloon is pulled down.
The counting starts when the attacker is with in range & more turns if only Incendiary ammo being used.

I reckon about twelve turns minimum.
